power to motherboard but not in cd and hard drive?

Hallo people is for me the first time to write in a forum any way.
I just end to install the xp on my computer (original xp)
Every thing was ok but now when i try to switch the power supply does not give power to hard disk and cd rom. But it gives to the mother board!
Can u help me please on this??

yes when i switch on the computer it behave as normally do, fun spinning screen on, but stopped in saying that its checking the hard drives, and no forward actions.Then i can fill that the hard drive does not receive power, the cd room too.
The second strange thing is that whether i just plug the wire in to the power supply it start to go without even press the switcher power button!
