Power up problems

Right so started building up a home server. Got given an old gaming case. Then brought refurbished Gigabyte H55M-UD2H mb and working second hand 1st gen i3 550. Also brought Gigabyte superb 550W ps, Seagate barracuda green 2Tb, Seagate barracuda 500Gb for OS and Kingston valueram 2 x 2Gb 1333Mhz DDR3.
Put it all together and on power up would run for a second then beep once, the CPU load LEDs would go to full then would all stop and try reboot.
Got a new CPU the same and tried that to no avail and same thing was happening on attempting to boot it.
Brought a new Gigabyte H55M-S2V mb instead and tried both CPUs in that but just also boots for a second then stops and goes over and over again.
Have tried taking the RAM out and disconnecting everything to the point had just the case fan and power switch connected but still doing the same thing. Have also tried an old working ps but nothing changed.
Has anyone got any ideas what's wrong? I'm thinking blown original part blew something else and so on and so forth but could be wrong.
All help greatly appreciated.

Did you install the brass standoffs between the case and the motherboard? Sounds like your shorting against something. Take the motherboard out of the case and build it on a piece of cardboard and see if you get different results. These are the standoffs.

Hey

Yea I put those in. Just took it all out the case and put it on anti static bag, put it back together with the CPU and fan in but same result.
