Powerline Adapter Question

i went to buy powerline adapters because my router is in the basement and i need a WIRED connection on my top floor so i thought this was a good option....

the guy at the store said BOTH adapters must be plugged into the same electrical circuit in the home.....is this true?

my basement and my upstairs are not on the same electrical circuit so if he is right they will not work for my application....

i thought you could plug them into any outlet in the entire home?

They can be plugged into any circuit as long as those circuits are fed from the same distribution board and meter, also they have to be on the same phase, as all houses are in the UK, and I believe so in USA.
