PowerMac G4 M5283 and ATI Radeon 7000/VE AGP card

I have a cool Mac G4 that was modded. It previously had dual 500 MHz CPUs, but I guess my friend's friend must've installed after market CPUs that both run at 1.3 GHz. However, the GPU is the factory stock, an ATI Rage 128 Pro with 16 MB VRAM. I want to be able to utilize the Quartz effects, and to do that I want to put a known working ATI Radeon 7000 or VE (that's what it said in Windows device manager) in the AGP slot. But it's not working. Nothing on the screen, and the monitor is sleeping. The card has 3 ports, two of which I've tried: 1 VGA, 1 DVI, and one RCA. I haven't tried the DVI yet, but if you have any help, I'd appreciate it. And my PSU is 146 watts, I'm running OS X 10.4, soon to be running 10.5. I think that's all the specs you need.
