Press F4 to resume setup-ERROR

Hello,
I have recently joined this forum,and it seems this is an active forum,let see.
---- I had loaded a new boot screen in my system.The boot screen got updated but I think this also led to some updating of BIOS.Since then it always asks to "press F4 to resume setup" while starting to boot.The safe mode also does not log on as each time the safe mode option is choosen the computer restarts.Also the DMA is not getting enabled as none of the image writting software are able to read blank cd--the error is No disc.
I have formated the OS drive-removed and re inserted the CMOS battery but the "press F4 to resume setup" still is their with all the above mentioned bugs. Is their any specific bug to removed for this/has it to deal with the BIOS/
 
It's a bios issue, not windows. Does the bios have an event log? Most oem computer do, you can find it and it should tell you why its halting.
 
Not all computers have them. You will have to look through the bios to see if it does.
