Preventing programs being installed across all users?

Is there a way to prevent programs being installed across all user IDs on XP Home (32-bit SP3)? I thought that you could set it so that it would only install on your own user id? I am having trouble where other users are installing things that are conflicting with programs that are already installed and they are being installed to all user accounts when I'd like it to just be to individual accounts.

Can this only be done in XP Pro? Or is there a way to do it in XP Home as well?

Only certain programs can be installed that way. However, after a bit of searching online I came about this trick(haven't tried it myself).

Go to c:\Documents and Settings\All Users\Start
Menu\Programs, and locate the program's folder. Move the
folder to C:\Documents and Settings\(your name)\Start
Menu\Programs. Now only you will be able to access that
program from the Start menu.

Thanks that could be really useful. Will this prevent the program running across all users? It will only then work on a specific user if you put it in their start menu folder?
