Private Servers

I've heard there are private servers for games like World of Warcraft. These servers are free Thats why I want to learn of a World of Warcraft free server or make one. So if anyone knows how to make these could they please tell me. Also I have heard you can make servers with a program called SCAR but they were only servers for Runescape so I'm not sure.

I'm sure somebody has made private ones but if they found out you can get in big trouble I'm sure.

Yea I know. But with people making them for runescape no one really cares cause its free unless you want to be a member. But with WoW obviously people would care but I only wanna be someone to play one of those servers not create them. Well not yet anyway.
