Problem Booting up

Heres the problem i have, recently my computer won't boot up. I tried to replace the video card, and i also replaced the power supply. Nothing seems to be able to boot the computer up. Could the problem be something simple or is it something major such as the cpu or motherboard? Is there anyway to know for sure what the problem is before i go replacing something else? I know it would be hard to tell because it can't boot up. It sounds like it wants to start up, but it just dies. Everything is running inside the computer though, like lights on the different cards, but its not loading anything up on the screen. Any suggestions at this point would be great.
 
I've had a similiar problem with my old computer and it turned out to be a faulty motherboard, you can bring it in to a pc store and get it check for like 20 bucks
