Problem booting up

This computer I'm trying to fix just won't boot up, and I cannot figure out where the problem is. When you try to boot it up, it shows the Dell logo, and then goes to this screen where it simply prompts me: "strike F1 to retry boot, F2 to enter setup utility". Hitting F1 does nothing, as it just prompts me again, and the setup utility isn't very helpful (from what I'm seeing, as it is not like the bios setup). Any thoughts would be greatly appreciated.

Are all the boot drives hooked up correctly like the hard drive? Set the correct jumper setting for them?

Yep everything is hooked up fine...this person's computer was working fine 2 weeks ago, went on vacation for a week, and came back with it in this condition

What model of Dell is it?

I think you might want to try to clear your CMOS by the jumper setting on the motherboard.
