Problem, Please Try To Help

i have a 4 year old computer that i use for storing music, using msn, surfing the web with...
but a few days ago i turned it on but nothing happened, there is usually a beep and it will load up...but everything turned on but didnt do anything. everything seems to be working ok.
this has happened before with this pc, so i took it to a shop and the only feedback they gave me was "there is too much on there", so i am not really sure what is wrong. can someone please help me to find out what is wrong so i can go about fixing it?

pc specs are -
pentium 3 700mhz
20gb HDD
192mb ram

Is your monitor dead? does it start up, fans spinning, all that? if it does, then its prob your monitor or your integrated video that isnt working all the way.

my monitor is working fine, i have tried it with another computer...it could be the video card
