Problem with a system

Ok folks, doing some troubleshooting for a friend, and need some confirmation of a conclusion.

system:
emachine t3958 (yes I know, thank god it's not mine)
512 ram
2 80gb hdds
onboard everything else.
samsung dvd
smartcard reader.

Updated computer, cleaned out all the dust (which had been accumulating for awhile).
Shut the system down, handed it over to the user.

User got it home, and would not turn on. It will not even attempt to turn on.

PS has been replaced, works just fine.
Power light on the mobo is on.
I hooked the switch from my system to his, no go.
I hooked his to my system, and it worked.
All jumpers are appropriate.
Everything is hooked up correctly.

I believe I have a bad mobo.

Am I correct?
 
That would be the likely thought and a good assumption on your part as long as nothing was overlooked. They generally throw low ender types board into their cases anyways. With the lack of internal cleaning to kkep the dust and dirt levels down the board temps probably ran high until it simply let go.
