problem with booting

Hi friends i have a problem when i plug in computer. green light in back goes on. i push start button. fan goes on for 1/10 second and goes off and green light goes off and computer does not boot.i have to unplug and re-plug power cable to get green light in back on again.please help

1: CPU fan not spinning at right speed (Compaq computers shutdown after 2 seconds boot if fan not spinnin right)
2: Case is touching motherboard backside causing an short.
