whenever he trys to turn off his computer, it always restarts when he selects turn off computer, what would be causing this and how can he get it fixed? any help is appreciated.

Only thing I can think of is maybe a reformat. Either that, or look for a insufficient PSU or bad sticks or memory.

In the bios, make sure the wake on lan option is not selected. Or it could be a option on the nick card it's self.

Does it reboot if he holds the power button in for 5 seconds or more?

It could be a power settings option. Right click on the desktop and select properties. Then click on screensaver / power / advanced, and where it says "when I press the power button on my computer, use the drop down menu and select shutdown.

no he doesnt touch the power button, it just shuts off, then turns back on, if he holds the power button it actually turns off
Aww, ok. So he is shutting it down by going to start/ turn off computer then.

Did you check the BIOS power options for power management?

Has he try going. Start, Turn of Computer, Restart? If shutdown restarts maby restart is shutdown? we gotta think widly ppl :D

Read the following link, go about half way down the page and you will see a reference to
Restart Instead of Shutdown and STOP Error Messages

http://www.theeldergeek.com/shutdown_issues_in_xp.htm

Its an older article, written just a few months after XP came out.

"The majority of Win XP shutdown problems reported thus far have been that it reboots when shutdown is attempted. This may be a global symptom emerging from several distinct causes, because, by default, XP executes an automatic restart in the event of a system failure. Therefore, more or less anything compromising the operating system during the shutdown process could force this reboot. Disabling the restart on system failure feature may permit the exact cause to be isolated: Right-click on My Computer, click Properties, click the Advanced tab. Under Startup & Recovery, click Settings. Under System Failure, uncheck the box in front of System reboot."
