Problem with graphics card or monitor?

Everytime I restart my computer, the windows screen that appears while the desktop is loading is all wavy and crazy looking. I get the same effect any time I attempt to play a game on my computer as well..is this a sign that I need a new monitor, or do I need to invest in a new graphics card?

I'm not very computer saavy, so I'm kind of lost as to how to remedy the situation, any help you can offer would be very much appreciated.
 
Any way you could get us a picture of this? My first thought would be a monitor problem. I assume this happens when it changes resolutions...
 
I don't think it's a problem. Try another monitor, than if its not that, than its the gfx card. That's the easiest. No monitor i bet... That's why i have extra computer parts from previous machines on hand. Ask a friend.
