Problem with my counter strike

Hey everyone I have been getting the same plroblem every time I have downloaded CS. Before I formatted my comp though this never happened. Maybe you guys know about it. When i start up the program, it says its not a win32 file. WHat does that mean and how can i fix it ???

Hmmmm......I used to be a cs adict but got banned for hacking, and I never got that message before, Do you knwo what version of CS you were using and where did you d/l it from??
