ive had a problem with a pc for a while, brought a new power supply

in hopes that it would fix it, and it did seem to help but i still get an error, after the pcs been on a while like 5 mins it gets a blue screen if i dont underclock my processor (p4 3.8).
i also seem to have a problem with my gfx card, if its not underclocked by about 60 on core and mem while playing a game it crashed my pc fully (ati x800 gto)
anyone got any idea on how to fix my problem? thanks
