Problem with startup

I got a new comp.

It had a defective hard drive which i replaced then i installed XP on it. It runs fine except when i start it up.

The first time i power it on it gives me this EXACT writing

To get it to run i have to rapidly press the on and off button about 5 times then it will work. It did this with XP, then i installed Vista and it does the exact same thing.

Any advice on how to get it to work properly?

A little more detailed information on the actual error message or messages seen would be a help in determining what the actual cause is. You could have a faulty supply or cpu fan not keeping a fast enough speed where the overheat protection circuit is simply shutting the system down to prevent possible damage. A faulty bios on the board would be another possible fault to look at especially if you are running a dual core model cpu. Have you heard any beep codes when this occurs?
 
A failed cpu or bad memory would be two things to look at there. That points at some type of hardware failure. The bios eprom could have also failied if you are not seeing the post tests at all. These are the first items to consider.
 
the cpu and cpu fan run fine.

it is weird how i have to press the power button rapidly about 6 times then it will work fine.

just wondering if there is a solution.
 
Try taking out either one of your sticks of RAM (careful!) and then switch to see if one of your sticks is erroring intermittently.
 
By the sounds of it your pressing the power switch 6 times to see anything may be from you pressing and releasing the switch too fast. Try holding it for a few seconds longer. The switch itself may be the problem.
