Problem with USB Port

Hi,
I had a serial programmer for programming microcontrollers. I was using it with my PC serial port with out any problem. Recently I started using it with the USB port of my Lap Top using a USB to Serial converter. But I get frequent error message that the program is not responding. For resetting, I have to restart the computer again, otherwise it gives the message that the port is either open or under use.
How can I solve this problem?

Try seeing if uninstalling/reinstalling the drivers help at all. What OS is it for, and what OS are you currently using?

I tried to uninstall as below
Device manager - com2- right clicked-pressed uninstall- pressed OK.
Again program not responding. error message shown. Unable to uninstall

I did so. Bout problem still continues.

Is there any way to close the port with out re-starting the PC
