now i know that my pc doesnt have a AGP slot but its got PCI


is it possible to upgrade my video card to 128? 256mb??

because somebody told me no
 
im sure you could find a 256 meg ati 9x00 series or nvidia fx 5x00 series card for the pci interface. i know they make agp ones with that much memory, it just comes down to finding one
 
thats debatable to be honest, it will allow you to play games with higher texture memory requirement, but how playable it would be is debatable
 
you can def get a pci vid card with 128 or 256, but the fact that it will be in a pci slot is going to limit the abilities of the card.

obviously, but he doesnt have much of a choice without upgrading motherboard too

You can upgrade to a 128/256MB videocard but you cant upgrade an existing videocard to have more memory than it does (not with current generation cards)

but will it help a lot or not?

the best pci nvidia graphics card i know of is the fx5700.

Also, another decent choice would be the Chaintech (Nvidia) GeForce FX-5200 256MB. PCI card. I found it on newegg.com for about $95.00 + shipping ($3.00 + or -). I don't know if it's still available, but something similar would likely be. And it will make a difference, not only on graphics, but overall machine performance, by freeing up system Ram that would otherwise be used for graphics.
