Did you have problems prior to reformatting the drive and reinstalling Windows? That may be a sign of a hardware problem or both types if you had a bad installation of Windows or another program. Then there a possible reinfection of a virus preserved on removable media prior to the reformat of the drive itself. Something like that could have reinfected the current installation.

There are a few things you can try before another reinstallation of Windows or another reformat of the drive. The first is reducing the items that load along with Windows when the system is started. The msconfig utility included with Windows is started by typing msconfig on the Run prompt right off of the Start menu and pressing enter. The startup group is the last section on the right side. try the disable all option and restart Windows.

The system file checker is a tool that repair and replace any needed system files that saw a bad install. Simply type "sfc /scannow" at the same Run prompt to start that program. Often it will ask for the installation disk to verify files. For a repair install of Windows if nothing else works follow the instructions seen at http://www.michaelstevenstech.com/XPrepairinstall.htm

It could be that your computer gayed up halfway through installing Windows, leaving you with a corrupt installation.

Do that thing that PC eye said, scan for corrupted system files. Alternatively, boot fromt the XP CD and repair.
