Problems Interfering with Shutdown. Windows 7

So I've been trying to work on my girlfriends computer. A few days will go by and it will shut down perfectly, then after a very few days or so it won't shut down again. I've been doing a quick system restore and it will fix it momentarily. However, i'm ready to actually address the problem.

Here are the steps I have performed..

Start - Control Panel - Performance Information and Tools - Advanced Tools - Performance Issues. I clicked on the warning message and a window comes up stating "These programs are causing windows to stand by or hibernate slowly." HP MediaSmart TV Resident Program and HP Wireless Assistant Main Program."

I found the UNC File path for the HP MediaSmart TV Resident Program and deleted the file. However this file is still coming up under the Performance Issues for slowing down or causing sleep mode to be corrupt. Not to mention, I can't exactly delete the Wireless Assistant Main Program. She needs that to connect to her Wireless network at her house. I have tried turning the wireless atenna off before shutting down, and still nothing.

I also tried to clean boot the system but when it asks to restart, an error message comes up claiming "System Configuration cannot restart your computer."

Basically, I'm asking - how can I shut this thing down? Let me know if you need a print screen of the error log. Any advice is greatly appreciated.
