My CPU runs at 100% usage while printing (HP DeskJet 693C). Is this normal?

No, that type of behavior is not typical, check the driver versions for any conflict. Did you recently update Windows at all with a security update, and how long have you been using this set-up compared to the length of the problem?

My old HP 632c made my old DEC as well as my present PC run at 100% whenever it was printing. The HP was used with the parallel port on both PCs. I replaced it with a Canon iP1600 (USB interface) and now my processor never goes above 5% when it's in use.

I was also thinking it might have something to do with the parallel interface. (maybe it's time for a new printer :))
