Processor upgrade issue

I recently upgraded my Acer Power FH processor to an intel 830 Pentium D Dual Core. It is 3 GHz with 4M cache and an 800 MHz FSB. After installing this processor my computer seems slower than before. It has 2G of ram and the motherboard is a 946GZT-AM V 1.0. BIOS is Phoenix Award but I did not upgrade it. Upon installation it started normally and the OS (win 7 32 bit) loaded but I received a message that I need to restart to install critical files. Unknown as to what those files were.
My question is what can be causing it to run so slow?

Well just going off that info, you should have a faster machine on a daily basis. The pentium D is 2 pentium 4 dies on the same chip, and 3GHz is clearly more than 1.8GHz. Go with bigfella's suggestion. Update your BIOS and reinstall windows. That should solve any issues you have right now.

Files already backed up. I'll do the upgrade and re-install windows
