in GTA2 it plays REALLY fast on my main computer (faster computer) and on my P3 it plays like normal. this (as far as i can tell) is a pretty bad attempt to make the game run better for a faster computer.

No, that has nothing to do with making the game run better on a faster computer. The game is CPU bound so the faster your CPU the faster the game will run, if it was a bad attempt to make the game run better on a faster computer it should run slower on the fast computer and faster on the slow computer..

No. You can always adjust settings and configs but the bottleneck is still the system. Tweaks and optimizations only go so far
