program boot order (win xp/7)?

Greetings All---again,

...Is there a PROGRAM that will allow the user to set the PROGRAM boot order in your computer?...**I DON'T MEAN THE ORDER (sequence) AS IN FLOPPY, CD-ROM, FLASH DRIVE, HARD DRIVE but, the actual order that the programs boot up (initialize) in your computer?

i am not concerned with the boot order as in my initial post but, am curious as to if there is a program to
change/regulate/compile/etc the order that programs in the computer boot up.....we all know when the computer boots up that specific programs contained therein boot up (install/initialize) themselves....
