Program Files Help Needed ?

When I have uninstalled a program I have noticed that when you look in your system and then in program files, the program that was uninstallled still leaves folders and files behind, is it safe to delete these out as I see it as just extra clutter, but I don't want to delete anything which may be needed.

That's typically seen in case you reinstall any program the installer will retain the previous settings. Once you want a program off entirely you often have to manually remove anything leftover since that is now useless unless saving specific files out of them like projects, documents worked on, or even game saves.
 
If you have no plans to reinstall something at a later time the leftover files and folders simply amount to useless clutter and should be removed. That won't effect anything else. Over a period of time after a good number of programs changes one smart move to note is using a good registry cleaning tool.

Often uninstallers leave stuff lingering in the system registry still trying to load programs and drivers no longer installed. Two come to mind there with one intended more for the advanced user.
