Program for animation

Usually I use Vegas 8 pro for video editing. Now I wanna maka a animated short story for a wedding, where I show how the couple met.. This should be done pretty easy and straight forward, as I have no time to spend hours and days of fiddling work. The story is essential, and the animation is only for illustration. I will use text to emphasize the points. I need a place where I can characters and exterior.. And it shouldn`t be to expensive.. Maybe too much to ask for?

Adobe After Effects can do that, but it depends on what kind of animation, and if you purchase it make sure it works on your computer, CS4 wants a lot of resources, CS3 may work if CS4 doesn't.
