Programming newbie wanting advice ^^

I'm a 16 year old High-School student and i'm particularly interested in programming software for my own interest(C++). (I'm fascinated by it) But everytime I buy/get a library book on programming its A. requiring expensive softeware and too complicated for me and only gives you a horrible demo on the accompanying disc, or B. Horrendously outdated (Library :mad: :mad: ). So what i'm wondering is, can anyone reccoment some simpler/cheaper IDE and maybe a good place on the net to pick up free guides. (Havent got much money to spend:P )

Oh, before I forget, I've been doing bits and pieces of C++ but if anyone has any advice on other languages that I'd be better of starting with then please let me know =)
 
Here is a free IDE for c/c++.But maybe you should start learning a more simple and easy-to-learn language,just to get the basics on programming,and after move to C++.PHP and JAVA would be good to learn.There are many free tutorials for all languages,just use google. ;)
