programming second mouse?

is there a way, short of having to get completely new drivers written, that someone can use a second keyboard with different keystrokes?

what I am looking for is a way to plug in a second keyboard, and be able to use the keys on that keyboard in lieu of various hotkeys on programs, etc.

As for the question, are you wondering if you can have two keyboards plugged in at the same time? Yes, simple use USB and both will work. The problem however is windows will recognize them as only one single solitary keyboard. And depending on the situation (What programs are you trying to run/do) this could work for you.

However, having them work as two separate devices, Im afraid isnt possible - at least not cheaply with windows and without some sort of thinclient or vmware (Fedora 12 supposedly has this feature...). I will suggest though that if you're trying to game with separate people and one computer. You can plug in up to 4 USB xbox 360 controllers into the system and they will be recognized individually.
