Programs dont fit in their window (windows 7)

Ok ive had this problem ever since i got windows 7 64-bit and its only with some programs that it does it,

Any idea why it does it?
 
It looks like you have increased the DPI setting and nothing fits. normally you do this when the resolution is really high and you can'y see anything.

Has someone been messing around with your settings?
 
Well, i have a hdtv plugged into my pc and i find that i had to go into nvidia settings and customize it to 1280x720 to make the edges fit on my monitor but thats all i can think of, and nobodys been on my settings i know that for sure

EDIT: my dpi setting was on medium, i lowered it to small and the program is the same
but that did give my desktop icons more room to fit on,
sorry for the screenshot being cut of but i think the way i took it give you the idea that all of my screen does not fit? my screen fits perfect its just within the window the program that does not fit

but i find it strange how other programs fine?

it happened with another program i had, but then the program downloaded an update and it was fixed

If it's a HD TV then the resolution should be 1920x1080

Try changing the resolution to the maximum allowed.
