PS not working need some diagnostic help

just transfered my system from my old case to new case. plugged it in, turned it on and my power supply light and mother board lights flashes on, then right back off, the fans attempt to spin but obviously dont. the mb power and reset lights are lit up so its getting power, whats the deal? could i have a connector plugged in wrong somewhere thats preventing it from running? I did my best to plug all the same plugs into the same devices so i dont know where i went wrong if i did. after the first press of the power button it wont do it again. i have to turn the PS off to try again. it makes noise for a second like its going to work but stops as fast as the lights can flash on and off

I would check your motherboard mounts at the back of the board and make sure nothing is shorting out.
Also check your pcie and pci cards to see if they are correctly slotted in the board.
Last of all check your power connections again.
