PSU dying or MOBO?

Hey guys,
I am not used to asking questions regarding this stuff, but I wanna ask for your opinion on one matter that is really bugging me for some three weeks now. Well here it comes:

Whenever I shut down my PC, I need to wait for at least an hour before I can safely turn it back on. If I attempt to do it earlier, it simply said, fails hard. The fans, when I attempt to turn it on, simply flash for a split of a second and that's it. Now the weird thing....you would think...well try it again. That does not work. What I have to do is reinsert the power plug (often hearing a weird spark - never had that before as far as I am aware). Perhaps one out of six tries brings a bootable PC. Now what also happens as a result, is that the BIOS gets corrupted or something. I need to install the defaults and then all is good (the power problem still persists).

What do you think could it be? My bet is the PSU because it is rather below the specs suggested for my system. Although it worked great before, it could be dying on me. Or do you think it could be the motherboard? I had no problems so far and the BIOS problem occurs only when I attempt to start the PC soon after the shut down. Thanx for the effort...any responses will be welcome. As you can see, even those that should know what the problem is...fail ;).

Well mine would shut off, then not turn on for a bit. When I got it on It shut off immediately and decided not to turn back on. Popped it open and saw a blow fuse, said goodbye and bought a new one.
 
Dont have any experience witht hese symptoms but it does certainly point towards the power supply being dodgy. Especially with that wierd spark in the back of it, definately replace it.
