PSU failing?

Hi guys, new here but a veteran when it comes to computers. So here's what's going on, I recovered from sleep mode and got on Facebook. Out if nowhere my computer reboots, no warning almost like a crash. Upon reboot at windows screen it says installing updates and reboots again. Now I'm stuck in a boot loop that keeps going a few seconds after I see the windows screen, then reboots again. I've tried booting to my USB windows installer but no luck it just seems to bypass it so I can't get to Windows repair either. I opened the case up and upon investigation the power supply is making a buzzing noise when the computer is trying to boot. It goes quiet after it reboots to a black screen but from the bios to Windows screen it buzzes. I've never heard of a PSU causing such an issue so I thought I'd come here. What do you guys think? On a side note if I leave it off for a while it will stay on the windows loading screen longer but still doesn't pass it. I'm on an ssd too.

I had all of this happen to me when my disk-reader died, Is the buzzing a constant clicking or more like a machine-buzz? And if it is the disk reader, there is no-easy home fix.

It's a buzzing not clicking coming from the PSU. It sounds just like the plastic fan inside buzzing but it's not the fan. If I let it sit for a while I can almost get in Windows and the buzzing is less at first but grows. It still stops when its on the black screen before the bios.
 
Nope couldn't get into anything. Took the plunge and bought a power supply and that seems to be it. I was pretty confident, I'd just never seen that happen because of a PSU. Thanks guys!
 
Your dying PSU was probably not delivering constant power to get past a certain part of the boot process that wanted a bit more juice your PSU can't deliver.
