PSU fans???

The fans on supplies either top usually bottom or rear are intake fans not exhaust fans to draw in the warm air inside the case itself and blasted out cooling the transformer in the process. All you need around those is simply adequate space not any holes in the case itself like seen for the supply exhaust fan.

Thats not really the top, its the bottom. The fan faces down. Unless you mount it in a case with the Power Supply at the bottom, then you would face the fan upwards, unless the case has a vent in the bottom for the fan.
 
The OCZ model used in the Antec 900 here sees the intake facing upward since there is only about a half an inch of space between it and the solid bottom plate of the case itself. You can see how the OCZ model looks at http://www.newegg.com/Product/Product.aspx?Item=N82E16817341002
