psu possibly dead?

hey just got a new psu i want to see if it worksd before i hook everything up to it. so i plugged it in and turned it on to see if the fan will work. but it didnt .. does that mean its a dud or do i have to connect everything to it then try?

Without is hooked up to the board you have to jumper the 20/24 pin power connector to get it to fire up. You jump the green wire and black wire.

Well its not good to run it with no pull at all on it. Dont let the pin touch or touch anything else. It probable would not hurt it just to flip the power switch, fan fires up and turn it off.
