PSU Problem or something else?

I went to clean some dust out of my computer today, took out my hardware and took off the CPU Fan. Added new thermal compound and put everything back in.

When I went to powerup the computer I got no beeps during the post code. The computer has been fine up to this point with little to no problems in that past other than one DVI port going out.

I'm thinking it may be a PSU problem, however all my fans are powering up and my HD and CD drive are powering up.

I think it may be a PSU problem, but I wanted to see if people could help me with this problem.
 
Yes, everything is plugged in.

I just got my computer to post with the one beep so everything seems fine, but my computer just shuts down from there. All the fans are working fine, so I don't think it's a short, however I can't get it to stay on for longer than 8 seconds.
 
You should check that everything you took out was properly seated and connected on reassembly. The 8 secs seems a bit quick for a CPU over-temperature. You will have to judge for yourself how good a job you made of the thermal paste. Does the PC lock out and you have to cycle the main PSU breaker?

Presumably you had a good reason to take the thing apart. Any background there?
