That setting is for different voltage inputs, leave it at 115vac for US power sources. Most units these days have active PFC, and only the cheaper units have a manual power selector anymore, depending on the model of the unit, it may be a bad idea to run a dedicated graphics card.
Why is that a bad idea?
If its a cheaper chinese unit and blows, it can kill the mobo, video card, hard drives, optical drives, possibly cpu, possibly memory, etc.
