Publisher? Illustrator? What....?

I've been asked to design an A5 booklet for a local church. I'll need to set up page templates and page design consisting of text and some small advertisements, before saving it (as PDF?) and sending to printers. I'm not a techy(!) bit think I could master the above given the right software! Advice please on best package (PC)

Publisher allows for you to make pamphlets/booklets with pre-designed templates or you can make your own. I have no clue what an A5 booklet is, but if it's anything like a brochure/bulletin than Publisher should get the job done.
