Question about Adobe Premiere Pro CS3

Hiya computer forum!

I remember coming here asking for a program to do my video editing a couple months back and up till now i've been using the same one.

My question is what makes the video go all glitchy and laggy when i try to play it on the program but when i play it in Winamp or Windows Media player, it turns out fine? It bothers me and I can't get a good edit with it doing so, i have a few school projects coming up and i'd appreciate the help.
 
I recall Premiere 6.5 having problems like this specifically with MPEG files. I'm not sure exacty why, I assume it's just how the program decoded things. What kind of files are you using? Have you tried converting to something less compressed (or capturing as less compressed/another codec)?
