question about command prompt

i was trying to help someone renew their ip address by using start>run>command>ipconfig in windows xp, but for some reason the command prompt didn't come up; instead i got some error message. Does anyone know of any reasons this could occur?
 
os dragon i was talking about renewing an ip address on a wireless network, when the dhcp assigns one to the computer. sometimes when you switch to a different wireless network, the network adapter keeps the address from the previous network so you have to release and renew it. sorry i didn't specify.

yeah, that's what i was doing command in the run box for xp. when i would try to go to command, it wouldn't let me. instead i got an error message.
