Question About HP Laptop Power Cord

My other laptop suddenly powered down, and when I plugged it in to recharge it, it's making these clicking/beeping noises, and not turning on. I'm assuming the power cord/battery charger thing is messed up? Or is it something wrong with the laptop itself?

If it is the power cord, how do I know what kind it is to replace it?
 
Don't turn it on and leave it plugged in and then in a few hours try to turn it on with/without it plugged in. If it doesn't turn on then your battery is messed up.
