If you have a song that's like 96 kbps, than you convert it to 320 kbps, will it really be 320 kbps or will it still be 96 kbps, but just say that it's 320 kbps?

Friend it will be definately of 320 kbps. You can check for the difference between the two by comparing the quality of the two songs. Try it and i am sure you will feel the difference.
If it was ripped from CP into a 320kbps MP3 then yes, you would most likely hear the difference but upcoding from lossy compressing doesn't magically create the data you lost while compressing it in the first place.
