Question about "standard" PSU

so i was looking up PSU's and what not. Some say Efficiency: No

Others say: Efficiency: Up to 85%


Now i heard in lots of cases. PSU is the main thing for the computer, I mean its what turns it on.

So. Say i get a PC with a 700 watt PSU. But the efficiency is labeled "No" A standard PSU

Gfx card requires (or well suggests 450) and i plug only a Keyboard. Mouse. Audio and Mic set into the PC. Will a standard non efficient 700W PSU probably handle and be good or no?
 
It depends on the PSU in question. Most that aren't 80%+ efficiency aren't worth the money that you pay for them. Efficiency doesn't just let you know how much of your electricity bill you are wasting, it can be indicative of quality.

You look at Corsair, Silverstone, SeaSonic, Antec, Enermax, XFX, Be Quiet and other units from manufacturer's that generally have high quality units, and most, if not all of their PSU's will hold some sort of 80+ efficiency rating, be it just 80+, or bronze, silver or gold.

Regarding the rating, 80+ is the lowest, then bronze, then silver then gold. Higher rating means greater efficiency, and it isn't greatest potentially efficiency, the unit must show the 80%+ efficiency at a full range of loads from 20% to 100%
