If i get an acknowledgement to download and install do i have the option to to save only and install later?
Other question: is the option there to upgrade or do a full install. I told a neighbor to do a full install but he has a big issue with loosing all his account he has set up for paying bills etc. thats his choice.

I haven't seen that option. But if you follow the instructions in the link below, you can install Windows 10, at your convenience, from a USB flash drive or disc.

You can update by clicking the "setup.exe" on the USB flash drive, DVD/ISO or by copying the files from the USB flash drive to your hard drive and installing from there. All your neighbor's data will be preserved.
 
To get the 'free upgrade' I believe it's just an upgrade install. After you've upgraded and associate a MS account then you can fresh install without a key.

For him he could probably just in-place upgrade. I'd back up important data anyway beforehand, but if he isn't satisfied with it after you can reinstall 8.1/7 or a fresh 10 install.
