phpBB runs on PHP, and I don't see any listing for PHP scripting on their MS plans. ASP is the language that you usually find on Windows servers, and there are a few forums that use ASP (such as Snitz).
Unless you are into ASP programming, then I'd say get a Linux server and not a Windows server.

The reason I didn't mention the database is because phpBB supports multiple database servers. mySQL is the most popular, but on most Windows servers you find msSQL, so it wasn't really a problem. Well, I didn't think it was but it seems you don't get any databases with the home packages. 
The home package does not list mySQL, but the business package does.
Are you sure you want to go with these 1&1 Internet people? There are literally tons of hosts out there. I like Jiffynet. They've got a cheap $20 a year plan, here.
