Quite new laptop runs very slow

I bought a new laptop around 3 months ago, its specs are :

Processor Intel(R) Core(TM) i7-4720HQ CPU @ 2.60GHz

Video Card 1 Intel(R) HD Graphics 4600 4GB RAM

Video Card 2 AMD Radeon R9 M265X 16 GB

Operating System Microsoft Windows 10 (build 10586), 64-bit

1 TB Drive SSHD

The laptop runs perfectly while outside applications that have medium to high graphics requirements, but when I play games or even use custom hq brushes in Photoshop it start lagging badly, I can barely play CS:GO on low. I tried everything, downloading latest drivers for motherboard, graphics card, windows, directX and everything that Toshiba offered in terms of display and gaming. Nothing worked, could you please help me with it? I ran out of ideas...
 
Have you done any scans for malware or viruses?

Do you have an SSD?

The Radeon you have isn't the strongest of cards but it should play games on low. Tried using drivers direct from AMD for the Radeon?

That'd probably help.

He was curious about RAM amount since that's usually 'the performance killer' if you don't have sufficient amounts and have to start swapping to the hard disk.
 
Okay, so those specs are totally good...save for maybe an SSD... so I am gonna suggest maybe beers or John run him through the typical battery of scans. you guys will advise better to help troubleshoot!!
