I'm going to put Direct X 9.0 b on a system I am building. The graphics card package said that the card supports Direct X 8.1. Is DirectX 9.0 b compatible with this ATI card? Would 9.0 b be better?
, it is hardware component, as you cannot make an old graphic card fully compatible with DirectX 9, so does you cannot make it compatible with OpenGL 1.3 with software. unable to change. but it will surely run applications that are on openGL 1.3. btw why do you need it? OpenGL cards are specifiaclly designed for workstations, where 3D modelling and animation is required. i think some video games does as well support OpenGL accelerations.
DirectX higher will run on older cards, but the thing is it will not cater the video standards set in the directX 9.0 or above.
in ATi, DirectX 9.0 started coming from Radeon 9500/9700
and in nVidia it started from FX series.

catalyst will show that compatibility slider is up to 1.3, but it will not support, try it if you are doubtful. I had sold out 200+ ATi cards on eBay (ranging from 9500 - 9800XT) i know my stuff
