Radeon HD3450 not working??

HeyI just got this Dell Optiplex 780 used and it works great! I have Windows 7 Pro installed and everything is going smoothly. However I also have an ATI Radeon HD3450 (with S-Video and DMS-59 connectors) that does not want to work. It worked before I installed Windows (ie. it would display boot screen etc) but after Windows was installed, I get no signal from that card and I have to use the integrated VGA connector which sucks. Also, if i try to use the integrated port while the card is plugged in, Windows gives me an error : Unsupported video configuration! - which tells me that I have to ONLY use that card if it is connected. I thought it's a problem with the drivers, so I installed the supported drivers and tried using it again, making sure I had the chipset installed first (a mistake I made earlier). Still, no signal. Im starting to think that the problem is with the generic Microsoft drivers-that the computer defaults to those,which are apparently incompatible. Im literally at my wits end now, I would really like some advice. Buying another card is a last resort right now.

Specs:
Processor - Intel Core 2 Duo, 3 GHz dual-core
Memory - 4 GB DIMM
BIOS - Built in w/ Revision A12
Graphics card - RADEON HD3450, 256 MB dedicated memory, 600 MHz clock speed

UPDATE 1:
After looking through the System event log, when I booted the system with the card installed, I noticed this event from UserPnP:
Driver Management concluded the process to install driver FileRepository\atiilhag.inf_amd64_neutral_951c1812f542740a\atiilhag.inf for Device Instance ID PCI\VEN_1002&DEV_95C5&SUBSYS_03421028&REV_00\4&2C3DAF07&0&0008 with the following status: 0x0
This proves that the ATI drivers were, in fact, assigned to the card with success (return value of 0) So I dunno what's wrong.

UPDATE 2:
So I went to the BIOS and realized the graphics settings weren't right. So I tried to change them but it required an admin password. I tried to reset it by taking out the CMOS battery but it still stayed there. Plus, now Windows won't start since he BIOS settings were reset. Does anyone know of a backdoor password that works on Revision A12?

Try to go into the bios when you first boot and find the default video setting and put it on PCIe or PCI or AGP.

No can do. I managed to navigate to the setting you suggested, but whoever had the computer before me set an administrative password on all settings and never removed it. :T
Ive heard that there are system-generated passwords for the BIOS but idk if there are any that would work with mine. Any suggestions, anyone?

Remove the cmos battery from the motherboard itself for a while and it should reset the bios and remove the lock

Is that the 3V single cell? Oh and it shouldn't erase my drives etc. Just the BIOS and the clock right? AND the BIOS will still be there right?

Sorry I'm great at software but barely above a noob at hardware.

Yes, remove the battery, unplug the power, and hold the power button for 5 seconds to discharge all the power. It will simply clear the BIOS settings.

It did clear the settings but the password is still there. :(
And now Windows won't go past the startup screen.
