RAM limitations - OS specific?

I was talking with someone and he started going on saying how only Windows XP 32bit had the 3.2GB RAM limitation, but Vista and basically any 32bit Linux could use over that without a problem. Perhaps I'm wrong, but I thought under 4GB ram was the limitation with any 32bit system?
 
You can switch the CPU into PAE mode. This allows for more than 4 GB of physical memory to be addresses in 32-bit OS. Normally only server versions of Windows will go beyond 4 GB.

Edit: and when the OS can go beyond 4 GB, you can enable memory remap in BIOS, to gain access to all 4 GB RAM. Newer desktop boards (that supports 64-bit computing) normally has no problems with this. Older 32-bit-only desktop boards usually don't have hardware support for PAE and memory remapping

Then it is absolutely true what he says. Especially Linux, that doesn't come with the same restrictions about memory as desktop Windows :)
