RAM not running at proper speed

Just put together a budget build and it seems that my ram is not running that the speed it should. This is the 3rd build I have ever done and I am no means an expert at this so I need a little help. Here is what I am working with:

Thermaltake TR2 600W power supply
AMD Phoenom II X2 560 Black
MSI 880gm-E43 (MS-7596)
X2 Corsair Vengeance 4GB DDR3 1600 (PC3-12800) model# CMZ4GX3M1A1600C9 (8GB total)
XFX Radeon HD 6850 Black

The problem I am having is that the RAM is running as 667 MHz according to CPU-Z and everything else I check. I have no idea why the RAM is down clocking so much.

Any help would be great, I will be on here for a bit checking here so I will be able to answer any questions that you would need to know to help me out. Thanks.
 
You have to go into the bios and manually set the speed/timing and voltage. It will default to 1333 by JEDEC standards
 
I could understand it being 1333, but 667? Thats the part I dont understand. I am going to go in and change it, but I wanted to ask just to be sure.

DDR ram, aka *double* data rate ram is clocked at half of its rate. IE, your ram runs at a clock speed of 667mhz with an effective speed of 1333. In order to get to your effective speed of 1600 you'll have to increase your fsb/multiplier in your BIOS to make your clock 800mhz.
